Maine Continuum of Care NOFO Update – Federal Court Decision
As we shared on Friday, August 7, 2026, big news came out as a federal court ordered the U.S. Department of Housing and Urban Development (HUD) to vacate its FY 2026 Continuum of Care (CoC) Notice of Funding Opportunity (NOFO).
The decision has potentially significant implications for the FY 2026 CoC competition, including the NOFO application timeline, project eligibility, new-project funding priorities, and the requirements governing local CoC ranking and selection.
The MCOC is closely monitoring developments and is waiting for formal guidance from HUD regarding how the court’s decision will affect the FY 2026 NOFO and the August 26 federal application deadline.
Until HUD provides additional direction, the MCoC will continue to monitor the situation and will communicate any changes regarding the local competition process as soon as solid information is available.
We recognize that this creates significant uncertainty for many of you and for project applicants who have been working under a very stressful and compressed timeline. We appreciate everyone’s patience as we work to ensure that the MCoC’s process remains fair, transparent, and consistent with whatever requirements HUD ultimately establishes.
