Maine Continuum of Care is pleased to announce this Request for Proposals (RFP) for the 2024 CoC NOFO Competition! (a downloadable version of this notice appears below this post.)
The Maine Continuum of Care (MCoC) invites interested eligible agencies, including agencies that have not previously received CoC grants, to apply for funding to create housing opportunities and related services to assist people experiencing homelessness in Maine.
This summary provides highlights of some important information in the FY 2024/FY 2025 CoC NOFO, but it is not intended to be exhaustive or complete. All potential applicants must read the full NOFO and all related HUD and esnaps guidance for additional details.

All MCOC New and Renewal Project Applications must be submitted to MCOC via esnaps by 5:00 PM on Monday, September 30, 2024 to allow time for local review, scoring, and ranking prior to our final submission to HUD. The October Deadline is when everything must be submitted to HUD.

Please be sure your esnaps registration and applicant profile are up to date before proceeding to the application.
HUD Funding Methodology: HUD is again using the Tier 1/Tier 2 methodology. Continuums must locally score their approved New and Renewal Project Applications, apply any local prioritization protocols, and list them in ranked order for submission. Projects closer to the top of the list are in Tier 1, while those near the bottom of the list will be in Tier 2.
For 2024 the amount of funding available for Tier 1 is equal to only 90% of the Continuum’s Annual Renewal Demand (ARD). 100% of ARD would be the amount of funding needed to continue to support all of our eligible Renewal Projects at their current funding levels. This means that even if we prioritize all Renewal Projects, some will end up, in whole or in part, in Tier 2.
Our 2024 CoC Bonus amount is $2,395,825. This COC Bonus Funding can be used to create one or more New Projects that meet the eligibility and threshold requirements established in the NOFO.
HUD is again offering DV Bonus Funding. The amount available for the 2024 DV Bonus is $1,393,047. The DV Bonus can be used to create one or more qualifying New DV Project(s).
There is also Planning Grant funding of $998,260. Only the Collaborative Applicant can apply for the Planning Grant, which is not scored or ranked, but still needs to be approved by the Continuum.
Eligible Project Applicants: Eligibility information is described in Section III. A. of the NOFO.
Eligible Costs: Except as otherwise defined within the NOFO, eligible CoC Program costs are detailed in 24 CFR 578.37 through 578.63. For YHDP replacement projects eligible costs under the CoC program, including section 423(a)(13) of the Act (42 USC 11383(a)(13), and costs for eligible YHDP replacement activities described in V.B.4.a.(5) may be requested under this NOFO.
New Eligible Costs were added by HUD last year that both New and Renewal Projects may consider: Budget Line Items were added for VAWA Costs and Rural Costs. Read the NOFO for full details.
Local Competition Deadlines: HUD REQUIRES that all Project Applications be submitted to the local CoC no later than 30 days before the HUD CoC Application deadline. The CoC must notify all Project Applicants no later than 15 days before the final HUD CoC Application deadline whether their Project Applications will be accepted and ranked, rejected, or reduced as part of the CoC Consolidated Application submission.
For Maine: All project applications – both New and Renewal – must be submitted in esnaps no later than 5:00 PM Monday, September 30, 2024. Applicants will be notified if their Project will be included in the CoC Consolidated Application no later than October 15, 2024.
MCoC Request for Renewal Project Applications: Renewal Projects will be reviewed based on annual Monitoring results and any new information found in their 2024 Renewal Applications.
For planning purposes, MCoC requests that each Renewal Applicant provide the following information via email to for each eligible Renewal Project listed under their agency on the 2024 Grant Inventory Worksheet (GIW) found at: 2024 Maine GIW by 5:00 PM on August 30, 2024:
1. Does your agency intend to Renew the Grant(s)?
a. If NO, will the funds be available for Reallocation?
2. Does your agency intend to Expand the Grant(s)?
a. If yes, please state how, and see the New Project section, below.
b. If yes, does the expansion intend to utilize newly eligible activities?
i. Please describe the need for such activities and how they will be implemented.
3. Does your agency intend to Transition the Grant(s)?
a. If yes, please state how, and see New Project section, below.
4. Does your agency intend to Consolidate 2 or more Grants?
a. If yes, please indicate which Grants and refer to the Grant Consolidation sections of the NOFO and the Detailed Instructions.
YHDP Renewal and/or Replacement Applications will be funded without/regardless of scoring/ranking results, but agencies MUST STILL SUBMIT RENEWAL/REPLACEMENT APPLICATIONS for these projects and follow all other rules and deadlines.
MCoC Request for New Project Applications, Expansion, and Transition Applications:
New, Expansion, and Transition Project proposals will be reviewed based primarily on their 2024 Project Applications. In order to better plan and coordinate resources, MCoC requests that all agencies intending to submit a New, Expansion, or Transition Project Application provide the following information via email to for each Project, no later than 5:00 PM on August 30, 2024. Please limit your response to two pages or less for all information.
1. Description of the proposed new/expansion/transition activities, services, staffing or capacity. Please include specific figures of current and proposed eligible activities.
2. Description of the community’s need for the proposed activities.
3. Description of the target population to be served.
4. If your agency has not previously been awarded CoC funding, a description of your agency understanding of or experience with the population you are proposing to serve.
5. If the proposal includes development of new housing, describe the type, size, number, and location(s) of the housing units.
Additional Information that must be submitted outside of esnaps:
All Projects require at least 25% Match Funding. See the NOFO for specific details.
MCoC is requiring all Applicants, both New and Renewal, to submit Match Funding letters documenting Match commitments on the letterhead of the contributing agency, dated after July 31, 2024, stating the dollar value of their Match commitment and when it will be available to the project.
These documents must be emailed separately to no later than 5:00 PM Monday, September 30, 2024 – the same day applications are due in esnaps.
Please Note: MaineHousing will not be providing Match funding for New Construction and/or Acquisition and Rehabilitation Projects submitted as part of this NOFO. MaineHousing is making Match funding available for the new CoCBuilds NOFO – a separate application process specifically established by HUD to create new units of Permanent Supportive Housing.
