Earlier this month, HUD began issuing Grant Agreement documents to CoC projects that expired in the first quarter of 2026. Those documents included an Addendum with some of the same language that led to legal action being filed against the 2025 Builds NOFO and the now withdrawn 2025 CoC NOFO.
In response to concerns raised by the plaintiffs, yesterday HUD filed a statement agreeing to withdraw that Addendum in its entirety from all FY25 CoC/YHDP Renewals that HUD has currently renewed, are out for renewal, or will renew.
