Maine Continuum of Care Request for Proposals
Late on Friday, January 9, 2026, HUD Re-opened the FY2024/FY2025 Notice of Funding Opportunity (NOFO). The Maine Continuum of Care (MCoC) now invites interested eligible agencies, including agencies that have not previously received CoC grants, to apply for funding to create housing opportunities and related services to assist people experiencing homelessness in Maine.
This notice provides highlights of some important information regarding this application process, but it is not intended to be exhaustive or complete. All potential applicants must read the full NOFO, all related HUD guidance, and esnaps instructions for additional details on how to apply for this funding.

Application Due Date: 02/09/2026 (Please note – This is the date that all applications must be submitted to HUD. The local due date for MCoC Project applications is 5:00 PM JANUARY 23, 2026 so that MCoC can review, score, and rank all applications prior to final submission to HUD on February 9, 2026. This is an incredibly short turn-around time. If HUD provides additional guidance to allow more time, MCoC will adjust accordingly.)

Applicants are required to complete and submit their applications viaesnaps. More information about esnaps, including detailed instructions and guidance are also available at the above link. You can access esnaps here: Electronic Special Needs Assistance Program System (e-snaps) Login Portal. Please be sure your esnaps registration and applicant profile are up to date before proceeding to the application itself.
According to the FY2024/FY2025 NOFO, HUD will make funding available for New Projects using the following formulas. (Please note, these figures have not yet been verified by HUD):
- CoC Bonus: Based on 12% of Annual Renewal Demand (ARD) = $2,599,176
- DV Bonus: Based on 15% of Preliminary Pro Rata Need (PPRN) = $1,721,757
- Planning Grant: Based on 5% of ARD = $1,082,990 (only the Collaborative Applicant can apply for Planning Grant funds)
- Additional funds may become available if currently eligible Renewal Projects decide not to Renew, making those funds available for Reallocation to New Projects.We will share any information about Reallocated funds on www.mainehomelessplanning.org .
Eligible Project Applicants: Eligibility information is described in Section III. A. of the NOFO.
Eligible Costs: Except as otherwise defined within the NOFO, eligible CoC Program costs are detailed in 24 CFR 578.37 to 578.63. For YHDP replacement projects eligible costs under the CoC program, including section 423(a)(13) of the Act (42 USC 11383(a)(13), and costs for eligible YHDP replacement activities described in V.B.4.a.(5) may be requested under this NOFO.

All Projects require at least 25% Match Funding. See the NOFO for specific details.
MCoC is requiring all New Project Applicants to submit Match Funding letters documenting Match commitments on the letterhead of the contributing agency stating the dollar value of their Match commitment and when it will be available to the project. These documents must be emailed separately to "> no later than the same date as the local submission deadline stated above.
Please Note: MaineHousing will not be providing Match funding for New Construction and/or Acquisition and Rehabilitation Projects submitted as part of this NOFO.
