Yesterday, among the Project Application Instructions and other materials, HUD also posted information regarding the amounts of funding available to each Continuum, and how those figures were arrived at. The attached document, below, shows these figures for the Maine CoC.
The Estimated ARD (Annual Renewal Demand) is the amount that would be needed to fully fund all eligible Renewal Projects. The PPRN (Preliminary Pro-Rata Need) is calculated for each CoC based on population, poverty rates, and other factors. The FPRN (Final Pro-Rata Need) is the greater of those two. The remaining figures are calculated based on percentages of PPRN or FPRN.
The $1,891,221 in DV Bonus and $3,652,547 in CoC Bonus funds are available to create New Projects that meet specific criteria as described in the NOFO announcement. In addition, funds Reallocated from existing Projects can also be used to create New Projects. MCoC anticipates having approximately $7.4 Million in Reallocated funds in this competition. Of those, $171,547 can only be used to create a New Project dedicated to serving Youth, and $724,020 can only be used to create New Projects that meet DV Bonus criteria.
Only the Collaborative Applicant is able to apply for CoC Planning Funds. Maine does not utilize UFA (Unified Funding Agency) funds.
