On Friday September 18th after 5p.m. HUD officially reopened the FY2026 CoC NOFO following the First Circuit’s September 16 stay.
The new federal submission deadline is September 30, 2026.
The previously released 2026 NOFO is unchanged, except for the new deadline and one technical correction: CoCs that have not yet notified project applicants of selection for the Priority Listing can do so now, and HUD has shortened the required notification period from 15 days to 7 days. HUD says the additional 12 days are intended to allow CoCs to finalize and submit their applications.
HUD also issued a waiver of 24 CFR 578.51(b) allowing private nonprofit applicants, recipients and subrecipients receiving FY2026 CoC NOFO funds to administer rental assistance.
HUD stated the substantive NOFO is unchanged, existing project applications, scoring and ranking work should be reviewed against the reinstated NOFO.
This creates a 12-day federal turnaround to complete the NOFO application.
