Maine Continuum of Care Board Decisions – November 25


On Tuesday, November 25, the Maine Continuum of Care (MCoC) Board of Directors convened to advance preparations for the upcoming NOFO submission. Due to the recently released policy changes and guidance provided by HUD, the Board made the following decisions to help guide planning and the NOFO application process:

  1. Prioritization of HMIS and Permanent Supportive Housing
    A. All CoC’s must maintain an HMIS system
    B. Without this grant, HMIS costs would be shifted to projects
    C. The HMIS grant will be placed in Tier 1 to ensure it is renewed
  2. The DHHS PSHP and the two Bangor PSHP projects will be prioritized in Tier 1
    A. These grants house the largest numbers of at-risk households
    B. The respective voucher programs will be reduced proportionately so as to squeeze into Tier 1 funding limits.
    C. All remaining renewal, transition and new applications will be included in Tier 2

These were difficult decisions and not made lightly but based on the available information the Board believes that this is the best approach for MCoC, and the best way to preserve the most housing for our most vulnerable neighbors.
