Late Friday afternoon HUD issued a CoC related NOFO, with a deadline of Sept. 12, 2025.
This is NOT the “Regular” CoC NOFO.
The notice released on Friday is the latest version of the 2025 CoCBuilds NOFO. According to the notice:
HUD is seeking applications for the construction of new Permanent Supportive Housing (PSH) units designed to serve the elderly and individuals with physical disabilities in a medical respite setting. Given the select number of projects that may receive funding, HUD is committed to serving the most vulnerable in a manner that prioritizes:
-Elderly and/or physically disabled individuals for PSH,
-Short-to-medium-term assistance for individuals and families to regain self-sufficiency and economic independence,
-Wraparound health and supportive services, and
-Public safety in local communities.

This is NOT the annual CoC program competition NOFO.
We have no new updates to share regarding when that will be released, but we will keep you informed of any developments as quickly as possible.
The CoC Builds funding opportunity is intended to provide funding for construction, acquisition, or rehabilitation of new Permanent Supportive Housing (PSH) units.
This funding is directed specifically at projects that serve individuals over age 62 and/or are medical respite projects designed to house individuals with at least one physical disability.
While this opportunity represents an important investment in serving people with high needs, this reissued NOFO includes new requirements that echo the Administration’s priority for punitive, harmful, and heavy-handed approaches to addressing homelessness.
Applications are due one week from today (September 12).
This is the third NOFO for this funding and the second time HUD has reissued the CoC Builds NOFO this year.
The first time it was re-issued, it was to align the NOFO with the Administration’s anti-DEI Executive Orders, but it otherwise contained few changes. This new NOFO has changed in more significant ways.
Here are the most significant changes for you to be aware of:
-The application will be based on Yes/No responses to a set of updated criteria. These criteria include:
o serving elderly and physically disabled individuals;
o requiring participation in supportive services;
o prohibition on public camping in the city, county, and state in which the project will be located; and
o cooperation with federal law enforcement.
– No numerical scores will be provided-awards will be made in the order that application submissions are received in which the applicant affirms “Yes” to all of the criteria.
Funding for COC Builds expires at the end of the month if not awarded by 9/30/2025.
