Applicable to CoC and YHDP Recipients/Applicants

On April 4, 2022, the Government is transitioning from using the Dun & Bradstreet data universal numbering system (DUNS) to the new Government-issued Unique Entity Identifier (UEI) as a means of entity identification for federal awards.  Entities must be registered in SAM.gov to qualify for federal awards, which are reported to the public through USASpending.gov. For more information about the transition from DUNS to UEI (SAM) visit: https://sam.gov/content/duns-uei. eLOCCS users were made aware of this change via email on February 23, 2022.

If you have a SAM.gov registration (active or inactive), you have already been assigned a UEI which you will see on your entity’s registration record in SAM.gov. The UEI must also be on all federal grant agreements. To ensure your UEI is on the FY 2021 CoC grant agreements and FY 19/20 YHDP grant agreements, you must update your organization’s Project Applicant profile in e-snaps on or before March 29, 2022. If the UEI is current in your e-snaps profile, it will populate on the grant agreement.

All organizations that receive federal funds, including CoC and YHDP Program funds, must maintain an active SAM registration with current information while they have an active Federal award or an application or plan under consideration by HUD. SAM.gov registrations must be updated annually.

Here is a resource that was developed by a HUD approved technical assistance provider to help you with the e-snaps update: Update the Applicant Profile in Edit-Mode, https://files.hudexchange.info/resources/documents/Updating-the-Applicant-Profile.pdf. This link will open to the one-page document that walks you through the steps to place your organization’s Applicant Profile in edit mode so you can enter the UEI and then how to place your Applicant Profile in complete mode.
